The encounter took place near East Burnside Street and 141st Avenue, a busy area where residents regularly walk, drive and use nearby businesses.
Portland City Council President Elana Pirtle Guiney said she had been briefed that two people were struck by gunfire but as of her latest information both were still alive. According to sources who spoke with ABC News, the Federal Bureau of Investigation is leading the review of the shooting.
