The filing argues that state boundaries cannot nullify a citizen’s constitutional right to personal defense while traveling across state lines.

Federal Legal Challenge to State Reciprocity Barriers

The legal brief asserts that Maryland existing statutory scheme creates an unconstitutional barrier for nonresidents who lawfully carry concealed handguns in their home jurisdictions. Under current state policy, out-of-state permit holders face complete criminalization if they carry a concealed handgun within Maryland borders without a state issued license.
