ANNAPOLIS, MD — A major national coalition of gun rights organizations has filed a unified amicus brief in federal court, escalating a legal challenge against Maryland strict refusal to recognize concealed carry permits issued by other states. The filing argues that state boundaries cannot nullify a citizen’s constitutional right to personal defense while traveling across state lines.

Federal Legal Challenge to State Reciprocity Barriers

The legal brief asserts that Maryland existing statutory scheme creates an unconstitutional barrier for nonresidents who lawfully carry concealed handguns in their home jurisdictions. Under current state policy, out-of-state permit holders face complete criminalization if they carry a concealed handgun within Maryland borders without a state issued license.

Attorneys representing the coalition emphasize that requiring travelers to secure separate licenses from every state they visit imposes an impossible administrative burden. Supreme Court precedent establishes that the Second Amendment protects the right of law abiding citizens to carry handguns in public for self defense.
